OPPORTUNITY: CALL FOR EXPRESSION OF INTEREST FOR COMMUNITY MONITORS

Background

The International Community of Women Living with HIV Eastern Africa (ICWEA) together with HEPS Uganda and Sexual Minorities Uganda (SMUG) have received funding from PEPFAR Uganda to implement a 6-months Community Led Monitoring (CLM) Pilot Project in Uganda.   We are seeking to recruit 40 community monitors who will be stationed across 13 PEPFAR implementing mechanisms in the regions of; Teso sub region, Eastern, Jinja, Acholi sub region, West Nile, Kampala metropolitan, South Western, Rwenzori region, Central 1 (Mubende), Central 2 (Masaka), and Mid-west (Hoima).

Community-led monitoring is an approach to assessing the quality of health services (HIV/TB services). It is initiated and implemented by community-based organizations and other civil society groups; networks of key populations, people living with HIV and other affected groups. It involves use of a structured tool with a set of questions for gathering quantitative and qualitative data and observations about components of HIV/TB services. The aim is getting input from recipients of these services on quality, accessibility and availability. The data generate is then used by service recipients and other advocates (PLHIV, key populations, CSO, CBOs) to design community actions for change in the status of HIV/TB services.

The community monitors will be responsible for monitoring several healthcare facilities in the mentioned regions in order to assess the status of HIV and TB services provided. Using the data collected, Community Monitors will engage with primary healthcare facility staff, implementing partners, clinic committees and other key stakeholders in order to advocate for improved service delivery and track progress towards this. Community Monitors will keep a meticulous record of all data collected and community level engagements to ensure a transparency and accountability.

Goal

The goal is to develop a framework and an inclusive system to ensure that CLM is carried out by a diverse group of CSO nationwide, down to the community level; and that the CLM identifies enablers and barriers to improved access and quality of HIV and TB prevention, care, treatment and support services.

Key responsibilities 

  1. Carry out clinic monitoring using agreed upon facility-based tools
  2. Use data collected for facility level engagement & advocacy
  3. Facilitate engagement or meetings with target populations including PLHIV, people with TB, KPs, youth, AGYW, and men, in order to uncover issues affecting HIV and TB service delivery;
  4. Work with structures of people affected by or living with HIV/TB to mobilise and create demand for HIV/TB services.
  5. Hold regular meetings with facility staff, IPs, and clinic committees to discuss the quality of service provision at facility level as determined by the data collection exercise;
  6. Provide feedback to community members on engagement efforts with district and health facilities’ leadership
  7. Monitor implementation of key action points in order to ascertain improvements in service quality
  8. Engage partners and stakeholders to strengthen local advocacy and influence changes at health facility level
  9. Collect individual stories where specific issues arise
  10. Submit monthly reports to the secretariat 

Core Competencies and Experience

Education: Minimum Advanced Certificate of Education. Other certificates, diplomas and degrees will be an added advantage.

Experience, Skills and competencies

  • At least 2 years’ experience and involvement in HIV/TB and Key populations programs
  • Experience in community data collection (is of added advantage)
  • Demonstrable experience in organising, advocacy and/or mobilisation at a community level
  • Demonstrated commitment to ensuring access to quality healthcare for all, and/or particularly for people living with HIV and key populations
  • Comfortable working with or willingness to learn to use new technologies and software
  • Self-motivated and able to work in a remotely without direct supervision
  • Good written and verbal communication skills in at least one local language and English (is desirable);
  • Able & willing to travel frequently within the region and at times across the country
  • Fluency in the local language in a region will be an added advantage
